Carroll County Jail Overview

The Carroll County Correctional Facility is operated by the Carroll County Sheriff's Office at the courthouse and sheriff complex in Mount Carroll. The official jail page uses the name "Carroll County Correctional Facility," while IDOC inspection records also refer to the Carroll County Jail. Sheriff Ryan Kloepping is listed by the sheriff page, and Chief Deputy Ryan Lambert is listed as jail administrator in the jail materials. The facility is for local jail custody, not state prison or federal custody.

The 2024 IDOC inspection gives a highly local view of the building. The jail was constructed in 1858 and last renovated in 1972. IDOC listed East 1 and East 2 dormitories, West 1 and West 2 single-cell blocks with dayrooms, a Female Block, Temporary Detention, an Observation Room, and Temporary Holding between booking and the sallyport. Those spaces matter because intake, classification, separation, and court movement all happen inside a small and old county jail layout.

The official Carroll County jail page lists the jail address, phone, email, visit schedule, and mail rules.

Look Up Carroll County Jail Inmates

No official online Carroll County Sheriff roster was located during research. That makes the jail phone, in-person inquiry, and written records request the official lookup route for Carroll County Correctional Facility. Court records can show filed charges after arrest, but they do not prove a person is still held in the jail. Sentenced state prisoners use IDOC. Federal inmates use BOP. Immigration custody uses ICE ODLS.

  1. Call the jail at 815-244-0265 and ask whether the person is currently held at the Carroll County Correctional Facility.
  2. For a booking, arrest, incident, or jail record copy, file a written FOIA request with the Carroll County Sheriff's Office or the relevant county FOIA contact.
  3. Search the Circuit Clerk or Judici path when the question is formal charges, hearing dates, case status, or warrants tied to a filed case.
  4. Use the IDOC locator after a state-prison sentence and the BOP locator for federal custody.

Important: Unofficial jail roster and mugshot sites were found but excluded. Use official jail, FOIA, court, IDOC, BOP, ICE, and VINELink channels.

The jail information line is the first official contact for current custody and visit questions. Records questions may route to the sheriff records or civil-process contact, and written FOIA requests should identify the record type, the person's name, a date of birth if known, and the approximate arrest or custody date.

Carroll County Jail Booking

Booking at the Carroll County Correctional Facility follows Illinois jail standards. Jail staff must verify legal authority to confine the person, verify identity, make commitment documents part of the record, and photograph and fingerprint each detainee. The 2024 inspection describes Temporary Holding near the booking and sallyport area, an Observation Room, Temporary Detention, and housing spaces used after intake and classification.

Medical and mental-health screening are part of the local custody process. The inspection lists Sinnissippi Centers, Inc. as the mental-health provider and CGH Medical Center as the medical provider. Detainee property receipts, telephone access, tablets, and classification also appear in the inspection materials. No official roster refresh timing was published, so do not assume a new booking appears online at any set hour.

Carroll County Jail Conditions

The 2024 IDOC report noted several improvements since the prior review, including new blankets, wash cloths, washer and dryer, face shields for correctional officers, new mattresses, a floor scrubber, detainee tablets, an online law library, a GED program through Best, Inc., and body cameras for jail staff. Library service is available through a library room and tablets, and meals are prepared on site by jail staff using mostly prepackaged items.

The same inspection listed noncompliance for insufficient separation by category because the jail layout did not provide complete sound separation between male and female detainees. It also noted renovation planning and recommendations tied to water damage, graffiti, exposed cords, plumbing issues, and painting. Those details are facility-condition findings, not inmate guilt or case facts.

Note: Confirm custody, visit eligibility, mail rules, and video-visit options with the jail before traveling or sending funds.
